compiling webside

Hello
i was wondering what i need to be able to compile a c++ program into a .exe ready for the enduser to download

eg: i upload the c++ files into a folder on my server
a user then say, wants to download a files the instruction is then past onto the correct php function and then its compiled with the users 'username' as part of the process id

or if thats too much for this thread just info onto what i need just to compile a C++ program on demand

An end user then say, wants to download a file from my website ( which is currently multipul project files) the instruction is then past onto the correct php function and then its compiled with the users 'username' as part of the process id eg: c++ project files are automatically compiled and become programname+userID.exe ( and possibled compressed into a .rar file)

ok after doing some digging i find i need gcc installed , is this installed on the aothost servers already?

i do find however the total lack of any reply form any APTHOST people quite bizarre
